Unlocking Access to Dental Care: A Comprehensive Guide to the Canadian Dental Care Plan (CDCP)

The CDCP, launched by the Government of Canada, helps cover the cost of dental care for individuals and families who do not have private dental insurance and meet specific income criteria. This program is being rolled out in phases throughout 2024 and 2025 and will provide coverage for a wide range of preventive, diagnostic, and restorative dental services.
Who Qualifies for the CDCP?
To be eligible for the Canadian Dental Care Plan, applicants need to fulfill these criteria:
- No access to private dental insurance
- Annual adjusted family net income below $90,000
- Be a resident of Canada for tax purposes
- Have filed a tax return in the previous year
The plan is being implemented in stages based on age and eligibility:
- Seniors aged 65 and older were the first to receive coverage starting in May 2024.
- Adults with valid Disability Tax Credit (DTC) certificates and children under 18 will gain access beginning in June 2024.
- All eligible individuals aged 18 to 64 are expected to receive coverage starting in 2025.
What Services Are Covered?
The CDCP is designed to provide essential dental care that promotes good oral health and prevents serious complications. Covered services include:
- Routine exams and cleanings
- X-rays
- Fillings
- Extractions
- Root canal treatments
- Dentures
- Periodontal care (treatment for gum disease)
Certain specialized procedures and treatments may require preauthorization, especially if they are deemed non-routine or high-cost.
How Much Does the CDCP Cover?
The amount covered depends on your household income. The program uses a co-payment structure based on income brackets:
- 100% coverage for those with income below $70,000
- Partial coverage (co-pays required) for those earning between $70,000 and $89,999
- Those earning $90,000 or more are not eligible for the plan
It’s important to note that while the CDCP provides significant assistance, not all procedures may be fully covered, and patients may be responsible for a portion of the cost, depending on their income.
Enrolling and Booking Care
Applications are processed through Service Canada. Eligible individuals will receive letters inviting them to apply online or by phone. Once approved, patients will be issued a CDCP coverage card and assigned a coverage start date.
